CECEP Spearheads AI Dataset Development for Green Transition in Central Enterprises

A pivotal meeting to advance the construction of artificial intelligence (AI) datasets in the green and low-carbon sector was held in Nanjing, Jiangsu Province on April 17. Organized by CECEP, the lead coordinator of the initiative, the event brought together 13 central state-owned enterprises (SOEs) to sign a joint pledge establishing a green and low-carbon data industrial consortium. The alliance aims to accelerate high-quality dataset development through standardized frameworks, data integration, scenario innovation, and collaborative ecosystems. Officials from the SASAC’s Planning and Development Bureau attended and addressed the meeting, with Du Le, Standing Committee Member of the Party Committee and Deputy General Manager of CECEP, delivering opening remarks.

The meeting underscored that while central SOEs have made strides in foundational AI models and general data applications, breakthroughs are urgently needed in industry-specific datasets and models. Emphasizing the strategic importance of green and low-carbon data for national security and modern industrial systems, participants called for secure data infrastructure, guided by principles of “data accessibility without exposure” and “controllable, measurable data usage”, to facilitate efficient aggregation, circulation and commercialization of high-quality sectoral data.

With the data industry now at the forefront of AI advancement, the meeting urged central SOEs to rigorously implement SASAC’s AI+ action plan. Starting with the industrial consortium, enterprises must act with heightened responsibility and urgency to lead sectoral dataset development, deepen cross-sector collaboration, and unlock data value through integration. By fostering sustainable, win-win business models, the initiative seeks to empower industrial innovation through digital intelligence and propel high-quality AI growth.

In his speech, Du Le affirmed CECEP’s commitment to pioneering green development pathways that synergize pollution reduction and carbon neutrality. Leveraging the consortium, CECEP will advance cross-industry data-sharing mechanisms with peer SOEs, elevate dataset standardization and intelligence, and strengthen coordination with regulators and key stakeholders to drive industrial transformation and sustainability.

The event also featured remarks by Yu Ping, Deputy Director of Jiangsu SASAC, and Zhang Zhichao, Deputy Secretary of CPC Xuanwu District Committee and District Mayor of Nanjing. CECEP, China National Machinery Industry Corporation (Sinomach) and China Electronics Corporation (CEC) delivered reports on high-quality dataset strategies, while 13 SOEs, including China State Construction Engineering Corporation (CSCEC), exchanged insights on green data applications. Updates and recommendations were shared by representatives from the Ministry of Natural Resources, Ministry of Ecology and Environment, National Data Administration and National Meteorological Center.
