Recently, the 2025 Enterprise New Quality Productive Forces Development Conference, hosted by the China Enterprise Reform and Development Society, concluded in Guangzhou. The conference released research results and practical cases on new quality productive forces. Among them, the Research Center’s submission, Breaking Barriers, Leading the Way: CECEP’s “Trinity” Think Tank Service Empowering Central SOEs in Green New Quality Productive Forces, was successfully selected as one of the Outstanding Enterprise Cases in New Quality Productive Forces 2025.

The case highlights the Research Center’s achievements in advancing the “dual carbon” strategy and driving green development. For example, in response to mounting international green trade barriers, the Center has built a standards guidance + certification breakthroughs + application innovation service system based on life-cycle methodology research and Environmental Product Declaration (EPD) practices. This framework has supported central SOEs in green transformation and cultivating new quality productive forces: it assisted Sinopec Lubricant in leading the drafting of the world’s first international standard for a lubricant product environmental product declaration (PCR), establishing a scientific benchmark for low-carbon development in the petrochemical lubricant industry; it enabled multiple state-owned enterprises to obtain international EPD certification, achieving mutual recognition across major global economies and laying the foundation for overcoming trade barriers and supporting enterprises in going global; and, in cooperation with CNEPG, it pioneered a management model integrating life-cycle monitoring, green credit evaluation and low-carbon procurement mechanisms, creating an EPD-based green and low-carbon supply chain procurement system that provides a replicable model for industrial green transformation.

The selection of this case further demonstrates the Research Center’s professional expertise and think tank value in green and low-carbon consulting. It also provides a scalable example for central SOEs to foster new quality productive forces and enhance international competitiveness.
