On November 25, the National Data Administration launched the first round of pilot programs in Beijing for the development and utilization of data resources by state-owned enterprises, identifying 12 central SOEs, including CECEP, as lead pilot entities. The pilots will focus on systematic exploration of data resource development in key industries and the innovative application of artificial intelligence.?

The pilot tasks target both traditional and emerging industries such as energy and power, transportation and logistics, mineral resources, new materials, and green and low-carbon sectors. By promoting data integration and sharing, building high-quality datasets, enabling multi-source data fusion, and improving industry data standards, the program aims to develop a number of replicable and scalable demonstration scenarios. The National Data Administration emphasized that the enhancement of data efficiency must align with the pace of SOE reform, prioritizing multi-stakeholder collaboration, multi-domain deployment, and diversified application scenarios to guide SOEs in unlocking the value of data resources.?

CECEP will lead the pilot task for the green and low-carbon sector. The core objective is to enhance the development and utilization of data resources in this field and strengthen the supply of industry data elements. This will significantly improve collaborative governance across the industrial chain and carry important implications for advancing China’s dual-carbon strategy, fostering new quality productive forces, and promoting data-value reform.?

As a central enterprise focused on energy conservation and environmental protection, CECEP has long been engaged in green and low-carbon development, ecological and environmental management, and energy management, with substantial industry data accumulation and practical experience. Leveraging its big data platform, Zero-Carbon Cloud platform, carbon monitoring and accounting systems, and capabilities in building trusted data spaces, CECEP will develop high-quality datasets covering enterprises, industrial parks and entire industries based on typical data resources in the green and low-carbon field. It will promote the integrated application of key data such as carbon emissions, energy consumption and environmental monitoring, and advance AI-driven innovation in scenarios including carbon-emission forecasting, energy-efficiency optimization, emissions verification, pollution tracing, and green industrial-chain coordination. CECEP will create visible, measurable and verifiable green and low-carbon data products and industry solutions while exploring data-service models for green finance, regional emission-reduction assessments and industrial-transition monitoring. These efforts will provide practical digital support for local governments, industry enterprises and ecosystem partners, generating demonstrative results from the pilot program and contributing the strength of a central enterprise to building a unified national big data system and promoting high-quality economic and social development.
